This project will focus on the replacement of the original 1953 water main along Western Avenue from Techny Road and Maple Avenue. Once this work has been completed, crews will entirely reconstruct Western Avenue from Techny Road to Oak Avenue with asphalt (instead of the original concrete) and install new concrete curb and gutter. Work is expected to begin in April.

Open House Documents from Tuesday, March 20:On Tuesday, March 20, a special public meeting was held at Wescott School. Public Works staff was on hand to explain the project and answer questions. Construction Notification Letters:On Tuesday, March 20, Village staff hand delivered construction notices to all residents with homes that are located within the project limits (immediately adjacent to or located on Western Avenue). Residents with homes that require a new water service and shut off box received information about the potential impacts of the planned work. See the initial construction notice and frequently asked questions (FAQ) sheet.
Wescott School Pick Up/Drop Off Traffic PlanBeginning on or about Monday, April 2, construction work will restrict Western Avenue to one southbound traffic lane from Maple Avenue to Techny Road for the duration of the project. Parents picking up or dropping off their children at Wescott School will not be allowed to stand/park their vehicle on Western Avenue. Parents will be asked to queue on Farnsworth Lane. A project representative will be stationed at this intersection and will direct the next vehicle in line to proceed on to Western Avenue towards the school when space in the drop off lane opens up. Previous Project Updates
August 3, 2018This week, the Village’s contractor poured new concrete curb and gutter on the west side of Western Avenue. Staff anticipates crews will complete the roadway preparation on the western side of the street next week. To help ensure this work remains on schedule for the start of the school year, crews will work Saturday, August 4 from 8:00 a.m. to 5:00 p.m.
This week, the Village’s contractor completed paving the first layer of asphalt in Western Avenue’s northbound lanes, between Farnsworth Lane and Oak Avenue. Crews then prepared to place new curb and gutter in the southbound lanes of Western. Following this work, the contractor will begin placing the stone base for the new roadway.

This week, the Village’s contractor removed pavement from the northbound lanes of Western Avenue from Techny Road to Farnsworth Lane and laid the new base. Crews also placed the first asphalt layers between Techny Road and Farnsworth Lane. Next week, crews will pave the northbound lanes between Farnsworth Lane and Oak Avenue. Crews will then remove pavement in the southbound lanes starting at Techny and moving north.
July 20, 2018
This week, the Village’s contractor continued removing pavement and laying a new base in the northbound lanes of Western Avenue from Techny Road to Farnsworth Lane. Next week, crews will continue construction on the new roadway in the northbound lanes. As work continues, certain intersections may be closed. Notices will be issued prior to each closure. When this work is complete, crews will begin pavement removal on the southbound lanes.
July 13, 2018
This week, the Village’s contractor began pavement removal on the east side of the roadway between Techny Road and Oak Avenue. Next week, crews will continue removing pavement and begin placing new stone and curb on the east side of the road.
July 6, 2018
This week, the Village’s contractor completed most of the installation of the new water main along Western Avenue. Crews will begin the road reconstruction portion of the project next week. The contractor plans to start pavement removal at Techny Road and move north along the eastern half of Western. Staff will deliver notices to residents who may be directly impacted. Motorists are encouraged to allow extra time to reach their destinations and drive cautiously in the work zone.
June 29, 2018
This week, the Village’s contractor completed interconnections between the new water main installed along Western Avenue and the existing mains at Brentwood Road and Farnsworth Lane. As of this week, all newly installed main segments have passed pressure testing. Next week, crews will complete the final interconnections between the new main at Woodlawn Road and Maple Avenue. Staff anticipates road construction work will begin in early July.
June 22, 2018
This week, the Village’s contractor connected Wescott School’s water service line to the new main on Western Avenue and completed interconnections between the new main and the existing main at Dehne and Asbury Roads. Next week, crews will continue interconnection work moving north along Western at the intersections with Scott Road and Brentwood Road. This work will require water outages while the connections to the mains are made. Residents impacted by the water outage will be notified in advance of the work occurring.

This week, the Village’s contractor installed water main at the intersection of Western and Maple Avenues, as well as water service lines for properties located along Western, between Techny and Asbury Roads. Crews also completed the connections between the new main and the existing main on Techny and Scott Roads. Nicor’s contractor also relocated existing gas mains at the intersections of Western and Farnsworth Lane and Oak Avenue. Next week, the Village’s contractor will begin pressure testing and chlorinating the new main on Western, between Scott and Maple, in preparation for installing new service lines and will continue interconnecting the new main with existing main.
June 8, 2018
This week, the Village’s contractor completed installation of water main on Western Avenue between Oak Avenue and Maple Avenue, and storm sewer work at the intersection of Western and Oak. Crews also continued pressure testing and water sampling the new main between Techny and Illinois Roads. Next week, the Village’s contractor will begin installing water service lines on Western for homes between Techny and Asbury Roads. Staff anticipates the contractor will also begin making water main interconnections between the new main along Western and the existing main at each side street. Each interconnection will require water outages while the work is completed. Prior to outages, staff will provide notice to impacted residents.

This week, the Village’s contractor installed water main on Western Avenue between Illinois Road and Oak Avenue, as well as storm sewer at Western’s intersections with both roads. Next week, staff anticipates crews will begin installing water service lines from individual properties to the new water main located between Techny and Asbury Roads, pressure testing the new main between Scott and Illinois Roads, and placing new main between Oak and Maple Avenues.
May 25, 2018
This week, the Village’s contractor continued installing storm sewer at the intersections of Western Avenue and Farnsworth Lane, Woodlawn Road, and Illinois Road. As part of these operations, the Village’s contractor and ComEd coordinated the bracing of a power pole at the intersection of Western and Farnsworth as a new storm sewer manhole was installed (pictured right). Next week, staff anticipates crews will begin installing water service lines from individual properties to the new water main located between Techny and Asbury Roads.

This week, the Village’s contractor began pressure testing the newly installed water main between Scott and Techny Roads. Once the new main has passed these tests, it will be chlorinated prior to going into service. Staff anticipates this work will continue through Thursday, May 17.

This week, the Village’s contractor installed new water main along Western Avenue and completed the section between Brentwood Road and Farnsworth Lane. Next week, the contractor will continue installing main, moving north along Western. Additionally, crews will begin placing new fire hydrants and continue main installation at the intersections of Western and the various side streets.

This week, the Village’s contractor installed approximately 1,200 feet of new water main along Western Avenue, between Bellevue Place and Brentwood Road. Next week, the contractor will continue placing new main moving north along Western.

This week, the Village’s contractor installed a new connection to the existing water system at Techny Road and Western Avenue and began placing new water main along Western between Techny and Bellevue Place.
April 6, 2018
This week, the Village’s contractor completed utility markings and saw cutting to prepare for the removal of the old water main. Crews will begin full construction on Western Avenue on Monday morning, April 2. Beginning April 2, Western Avenue will be closed to through traffic with one southbound lane open to local traffic between Walters Avenue and Techny Road. Initial work will include the installation of new water main beginning at Techny Road and heading north. As part of this initial work, crews will be completing a temporary water shut down for customers located near the intersection of Techny and Western on Monday, April 2, from 9 a.m. to 5 p.m. All impacted customers have been notified.
March 30, 2018 - Western Avenue Lane Closures Begin Monday, April 2
On Wednesday, March 21, Village staff met with the project contractor, School District 30, Northbrook Park District, the Northbrook Police Department and Northbrook Fire Department at the project preconstruction meeting. At this time, staff anticipates that the contractor will begin water main installation work on or around Monday, April 2. The contractor plans to begin at Techny Road and work northward on Western Avenue. Residents and those traveling to Wescott School should expect preparatory work to begin the week of Monday, March 26. This work will include completing utility locates, construction surveying/staking, limited material deliveries, pavement saw cutting and construction detour/warning sign installation.
