Village Releases First Sections of Draft Comprehensive Plan

First Sections of the Proposed Comprehensive Plan

Released for CPAC Review

The Village released a discussion draft of the first three sections of the revised Comprehensive Plan this week.   This draft will be discussed by the Comprehensive Plan Advisory Committee (CPAC).  The next meeting of the CPAC to discuss additional sections of the draft Comprehensive Plan will be held on Monday, August 24, 2009 at 7:00 p.m. at the Village Hall.  These sections, or “elements,” include the following:

  • Community Involvement & Governance,
  • Environmental Quality & Natural Resource Protection, and
  • Neighborhoods, Housing & Community Diversity

The remaining elements of the Comprehensive Plan will be released over the next few weeks as they are finalized and include the following:

  • Community Character, Culture & Design,
  • Transportation Choices/Options,
  • Public Services, Facilities & Infrastructure,
  • Economic Vitality,
  • Land Use & Growth (including Central Business Area), and
  • Implementing, Monitoring & Updating the Plan.

The CPAC will be reviewing the basic policies that are identified in these elements.  These elements are some of the core focuses and generally carry through the entire document.  The underlying themes identified in each of these three elements include: 

  • The need of regional solutions to complex issues, such as housing and the environment;
  • The commitment to have open and inclusive Village decision making processes; and
  • The need to protect the Village’s quality neighborhoods from undue traffic problems and incompatible development.

Once the CPAC has concluded its review of the discussion draft, the Board of Trustees will offer their initial review and comment.  Following initial Board review, there will be a series of outreach sessions with most Village commissions, as well as with the public.  As part of this outreach program, the Village will provide numerous opportunities for ongoing public comment throughout the process.  Ultimately, the Plan Commission will hold formal public hearings on the draft document before the Board of Trustees takes final action on the plan.
