UNDER PUBLIC REVIEW
APRIL 2023 PRESENTATION
Brookfield Properties, the owner of Northbrook Court since 1995, presented a Conceptual Master Plan for the Redevelopment of Northbrook Court on April 25, 2023 at the Village Board meeting. In the presentation, the vision and planning principals for redevelopment of the 100 +/- acre site described a retail & dining destination for the North Shore Region, preservation of Northbrook Court's role as a commercial anchor for the Village, integration of thoughtfully planned residential to create a mixed-use neighborhood, incorporation of open space, parks, walkability, and neighborhood amenities connecting with the community.
MAY 2023 PRE-DEVELOPMENT AGREEMENT
On May 16, 2023 the Village of Northbrook and Brookfield Properties have entered into a non-binding Pre-Development Agreement which outlines in greater detail what is proposed as part of the redevelopment and details the potential public-private partnership between the Village and Brookfield Properties which will be the subject of discussion starting in June 2023 and is scheduled to conclude in September. JUNE 13, 2023 PRELIMINARY PLAN APPLICATION
On June 13, 2023, as part of the Village Board of Trustees Regular Board meeting, a review of a Preliminary Plan Application for the proposed redevelopment of Northbrook Court was presented to the Board of Trustees.
CONSIDERATION OF ZONING CHANGES AT NORTHBROOK COURT
On June 13, 2023, the Village Board heard a preliminary review of the proposed Redevelopment of Northbrook Court as it related to zoning. A public hearing will be conducted as a joint meeting of the Village Board and Plan Commission on August 29, 2023, at 7:30 p.m. at a Special Meeting at Village Hall.
PROPOSED NORTHBROOK COURT II TIF
On June 16, 2023, a Draft Tax Increment Financing (TIF) Plan and Eligibility Study was posted to the Village's TIF webpage for public review. The Village Board has set the date for a Public Hearing on the proposed TIF for August 22, 2023 at 7:30 p.m. at Village Hall.
PROPOSED NORTHBROOK COURT BUSINESS DISTRICT
On July 11, 2023 the Village Board set the date for a Public Hearing on the proposed a Business District at Northbrook Court for August 22, 2023 at 7:30 p.m. at Village Hall. JOINT PUBLIC HEARING
The Village Board and Plan Commission met on August 29, 2023, where a public hearing was held regarding the zoning application submitted by Brookfield. NEXT STEPS
It was anticipated that approval documents would be presented at the upcoming Village Board meeting on Tuesday, September 26, 2023; however, due to the number of legislative actions to be drafted, consideration of Northbrook Court will be scheduled for a later date – as early as October 10, 2023. Specific legislative actions to be presented to consideration include:
- Creation of a Tax Increment Financing (TIF) District at the property which would replace the existing TIF which exists today generally on the former Macy’s parcel;
- Establishment of a Business District on the property with a new 1% additional sales tax that would be effective as early as July 1, 2024;
- Amendment of the zoning ordinance;
- A plat of subdivision and a planned development of the property;
- An agreement establishing the public private partnership and economic incentives generally referred to as a Redevelopment and Economic Incentive Agreement (REIA).

Erickson Senior Living is under contract to purchase the former Green Acres Country Club site for future development of a Continuing Care Retirement Community consisting of approximately 800 independent living units and 200 assisted/skilled nursing units. As part of the proposed plan, the developer is proposing to dedicate 80 acres +/- of the approximately 127 acre site for public use, including a possible municipal fire station on west side of the development’s entrance off Dundee Road and the potential for the majority of the remaining land to be open public space. The application is currently undergoing a public review process. A public hearing is scheduled for May 9, 2023.
UPDATE
(MAY 11, 2023)
Late afternoon on Wednesday, May 10, the Village’s Manager’s office received a statement from Erickson Senior Living regarding the proposed development of the Green Acres Country Club property. The statement reads in part:
“Erickson Senior Living has made the difficult decision not to move forward with the development of the Green Acres Country Club property. We understand this news will be unexpected to many and we can assure the community that this decision comes only after a thorough evaluation of the project's long-term feasibility and potential market conditions." VILLAGE APPROVED
On February 28, 2023, the Village Board of Trustees approved the redevelopment of a vacant privately owned parcel located at 175 Pointe Drive. The approved project includes 34 rental townhomes to be constructed, including 5 affordable townhome units. The developer has also proposed to include solar panels on one of the cluster of townhome units. The timeline for groundbreaking has not yet been determined.
On March 14, 2023 the Village Board of Trustees approved the necessary actions to allow for the construction of a Tesla Sales, Service, and Delivery (SSD) facility located at 1200 Skokie Boulevard on the vacant land south of Lifetime Fitness. The Developer intends to construct a high-quality building consisting of 48,000 gross square feet of floor area and related structures, and make significant improvements to the surrounding property. The timeline for groundbreaking has not yet been determined.
On January 24, 2023 the Village Board of Trustees approved the necessary actions for a mixed use development at the former Grainger site located at 1657 Shermer Road and owned by the Village. The approved development consists of a 318 unit luxury residential apartment building to be constructed by Quarterra Multifamily Communities, a 48 unit affordable and supportive housing apartment building to be constructed by Housing Opportunities Development Corporation (HODC), and a 6,500 square foot commercial building with inclusion of roof top space for outdoor dining. Timeline for groundbreaking has not yet been determined.
UNDER CONSTRUCTION
In January 2023 the building permit was issued for construction of the new Starbucks Coffee building which will contain space for two additional tenants. To date, the developer has demolished the previously existing gas station and has begun site work.
