Project Description
Annually, the Village of Northbrook proactively reviews the condition of our asphalt streets, and updates our recommended five-year Asphalt Street Rehabilitation Program. Asphalt streets are selected for rehabilitation based on a computerized pavement management system (IMS), a thorough review of the condition of the pavement surface/base conditions by Public Works staff, pavement condition in relation to the adjacent streets, timing to select and complete the most cost effective rehabilitation measure and coordination with other Village infrastructure projects. This program is funded with proceeds from bond sales and Motor Fuel Tax (MFT) funds distributed to us by the State of Illinois.
Asphalt roadways are assessed on a 5 point rating scale with 1 being the worst and 5 being the best. The system is designated as follows:
- Poor - Road surface and sections of road base are failing
- Many Failures - Large potholes form. Beginning signs of base failures is evident.
- Limited Failures - Cracking of pavement along curb line. Small potholes beginning to form.
- Good - Road surface has small spider cracking at the curb line, no significant or obvious deficiencies in the roadway.
- Like New - Road surface and base are in good condition. Road has been recently resurfaced or pavement is not exhibiting signs of spider cracking.
Project Locations & Timeline
The Village’s 2018 asphalt street patching and rehabilitation program will start with asphalt street patching at various locations in the Village, followed by asphalt street rehabilitation (grinding and resurfacing of roads) in mid-May and the second phase of asphalt street rehabilitation in October. Performing this select patching is a cost-effective way to extend the useful life of streets by dealing with localized failures before they compromise more of the roadway.
The streets to be included in the 2018 Asphalt Street Rehabilitation Program are Hillside Drive, Lakeside Avenue, Oak Avenue, Phillips Avenue, Prince Street, Raintree Lane, Sherman Drive, Snowbird Lane and Sunburst Lane.

December 19, 2018At this time, this project is substantially completed. The Village thanks residents for their patience during this project.
July 27, 2018
This week, the Village’s contractor milled and resurfaced the majority of Sherman Drive, between Shermer and Greenview Roads. The street segment near the new Maple School entrance will be milled and resurfaced on a later date.
July 20, 2018
Next week, the Village’s contractor will resume the 2018 Asphalt Street Resurfacing Program. The program’s final portion will focus on milling and resurfacing Sherman Drive between Shermer and Greenview Roads. The Village will coordinate with Glenbrook North High School and Maple School during this portion of the project.
June 22, 2018
This week, the Village’s contractor laid the final course of asphalt on Hillside Road, Oak Avenue, and Prince Street. Staff anticipates the final component of this project, which involves grinding, milling, and repaving Sherman Drive to be completed in mid-July.
June 19, 2018 - 7:30 a.m.
Due to the overnight rain, the Village's contractor has postponed the installation of the final surface course on Hillcest Drive and Oak Avenue to Wednesday, June 20, weather permitting.
June 18, 2018 - 7:30 a.m.
Due to an unanticipated scheduling opportunity, crews will install the final surface course on Prince Street today (Monday, June 18). Staff anticipates that the final surface course for Hillcrest Drive and Oak Avenue will be still be installed on Tuesday, June 19, weather permitting. An update will be posted once more information is available.
June 15, 2018
This week, the Village’s contractor completed installation of the final surface course of asphalt on most of the streets included in this year’s program. On Tuesday, June 19, the final surface course will be installed on Hillcrest Drive, Prince Street, and Oak Avenue, weather permitting. Work on Sherman Drive will follow later this summer.
June 14, 2018 - 3:00 p.m. Update
Today, crews completed surface work on Lakeside and Phillips and laid the binder course on Prince. No work is currently scheduled for Friday, June 15. Crews will return during the week of Monday, June 18 to complete the final surface on Hillside, Prince and Oak as well as any other final work. An update will be posted next week to notice those living on any remaining streets of the schedule.
June 13, 2018 - 3:30 p.m. Update
Today, crews completed surface work on Raintree, Snowbird and Sunburst Lanes and completed the paving operation on the south side of Prince Street.Currently, the schedule for Thursday, June 14 is as follows:

During this work, residents living on the north side of the street may temporarily lose driveway access as crews mill and repave. However, all residences will have driveway access at the end of each work day. Residents may park their cars temporarily on Queens Way or another safe location during the day. This work is anticipated to take one to two days.

June 8, 2018 - Daily Updates to Be Done During the Week of Monday, June 11
This week, the Village’s contractor removed the pavement and completed base patching on most of the streets included in this year’s asphalt street resurfacing program (excluding Prince Street and Sherman Drive) in preparation for constructing the first asphalt layer on these streets next week. In the early morning on days when asphalt paving is occurring, the contractor will place a layer of liquid tack coat (commonly called "oil") across each roadway. Drivers are encouraged to drive very slowly on this oil to help prevent it from splashing onto their vehicles.Currently, the tentative schedule for next week is as follows:

June 1, 2018
This week, the Village’s contractor removed and poured new concrete curbs and sidewalk on the streets included in this year’s asphalt street resurfacing program (see the map below). Crews also began repairing and adjusting utility structures in anticipation of street grinding. Next week, the contractor plans to begin grinding operations on all streets included in this year’s program, with the exception of Sherman Drive, which will occur later in the summer. Crews will also complete patching work to repair asphalt driveways impacted by the curb replacement.
May 20, 2018 - Resurfacing Work To Begin
Staff anticipates work on this year’s street resurfacing program will begin on Tuesday, May 29, starting on Raintree, Snowbird and Sunburst Lanes.
April 27, 2018 - Patching Work Begins
This week, the Village’s contractor began the 2018 Asphalt Street Rehabilitation Program. This program patches specific short segments of roadway to extend the useful life of streets.
In late May/early June, the Village’s contractor will begin the asphalt resurfacing portion of the program. This work includes selective curb and gutter replacement, grinding off the top layers of asphalt, selective patching of roadway foundation, and replacement of the top asphalt layer.
December 28, 2017 - Work Announcement
The 2018 program is tentatively scheduled to begin in May 2018. More details will be announced in April 2018.
