Project Description

Annually, the Village of Northbrook proactively reviews the condition of our asphalt streets, and updates our recommended five-year Asphalt Street Rehabilitation Program. Asphalt streets are selected for rehabilitation based on a computerized pavement management system (IMS), a thorough review of the condition of the pavement surface/base conditions by Public Works staff, pavement condition in relation to the adjacent streets, timing to select and complete the most cost effective rehabilitation measure and coordination with other Village infrastructure projects. This program is funded with proceeds from bond sales and Motor Fuel Tax (MFT) funds distributed to us by the State of Illinois.

Asphalt roadways are assessed on a 5 point rating scale with 1 being the worst and 5 being the best. The system is designated as follows:
  • Poor - Road surface and sections of road base are failing
  • Many Failures - Large potholes form. Beginning signs of base failures is evident.
  • Limited Failures - Cracking of pavement along curb line. Small potholes beginning to form.
  • Good - Road surface has small spider cracking at the curb line, no significant or obvious deficiencies in the roadway.
  • Like New - Road surface and base are in good condition. Road has been recently resurfaced or pavement is not exhibiting signs of spider cracking.
During the resurfacing process, the contractor will grind off the road's surface, repair of any deficiencies in the road's base, and install a new road surface. Also included in this program is removal and replacement of defective curb & gutter and utility structure adjustments.

Project Locations & Timeline

The Village’s 2019 asphalt street patching and rehabilitation program will start with asphalt street patching at various locations in the Village, followed by asphalt street rehabilitation (grinding and resurfacing of roads) in mid-May and the second phase of asphalt street rehabilitation in October. Performing this select patching is a cost-effective way to extend the useful life of streets by dealing with localized failures before they compromise more of the roadway.

Phase One

Phase One will will include grinding and surfacing Picardy Circle only. 

Phase Two

Phase two will commence following the completion of the water main replacement and installation on Woodlawn Road (Shermer to Western) and Penfold Place (Illinois to Scott). 

Enabling Resolution

At its Tuesday, April 23 regular meeting, the Village Board awarded the contract for this project to Schroeder Asphalt Services (see Resolution 2019-49 at this link).

Project Updates

November 15, 2019

As of Friday, November 15, all construction work for this year's asphalt street rehabilitation program has been completed. For updates on phase 2, please see this page.

June 28, 2019

This week, the Village’s contractor paved the final surface on Picardy Circle and Picardy Drive. This concludes Phase 1 of the project. Following the conclusion of the Woodlawn Road and Penfold Place Water Main Replacement, Phase 2 will begin, which includes resurfacing Woodlawn between Western Avenue and Shermer Road and the entirety of Penfold Place.

June 21, 2019

This week, the Village’s contractor began paving Picardy Circle and Picardy Drive (pictured right). Staff anticipates that crews will complete this work and any necessary restoration next week. This will conclude Phase 1 of the project. Phase 2 will begin following the conclusion of the Woodlawn Road and Penfold Place Water Main Replacement and includes resurfacing Woodlawn between Western Avenue and Shermer Road and the entirety of Penfold Place. 

June 17, 2019

Tomorrow (Tuesday, June 18), the Village's contractor will begin paving on Picardy Circle. Staff anticipates paving this first layer will take approximately one day, weather permitting. During this time, traffic will be flagged in the subdivision. Motorists are asked to use caution in the work area.

June 7, 2019

This week, the Village’s contractor completed the replacement of curb and gutter on Picardy Circle. Next week, crews will begin removing the old road surface and completing the base patching and paving. Once this work is completed, the contractor will begin the asphalt patching program throughout the Village.

May 24, 2019

Next week, the Village’s contractor will begin the first phase of the 2019 Asphalt Street Rehabilitation Program, weather permitting. This initial phase includes resurfacing Picardy Circle and Picardy Drive west of Sanders Road. The asphalt patching program throughout the Village will begin in late June.

December 19, 2018 - Work Announcement

The 2019 program is tentatively scheduled to begin in May 2019. More details will be announced in April 2019.
