October 14, 2025, 7:30 p.m. Meeting
Highlights of action taken include:
- Presented the following Proclamations recognizing:
- October 19-25 as United Against Hate Week
- October 24 as World Polio Day
- Recognized Police Officer Anthony Mascolo for 25 Years of Service upon his retirement.
- Reported that an application for rezoning has been filed by the property owner of 85-95 Revere Drive and a Public Hearing before the Plan Commission will be scheduled as early as November 2025.
- Approved the 2025 Fall Tree Planting Program which includes planting new trees, replacement of some parkway trees, trees for participants in the cost-sharing program, and planting of trees on public property funded by developers. More than 250 trees will be planting through this program.
- Approved an Intergovernmental Agreement with the Illinois Department of Transportation for the routine maintenance of key State routes within the Village replacing the prior ten-year agreement.
- Approved an Intergovernmental Agreement with the Wheeling Township for Village salting and plowing services on a section of Forest View Drive during the 2025/2026 winter season consistent with similar agreements since 1997.
- Approved a $500,000 Grant Agreement with the State of Illinois' Department of Commerce and Economic Opportunity for the Purchase of a Rapid Response Traffic Barrier System, a Fire Response Utility Task Vehicle (UTV), and LED Message Boards.
- Authorizing an Intergovernmental Agreement with the Village of Wheeling for Grant Funded Public Safety Equipment to be used in both communities under a grant by the State of Illinois.
- Approved a special permit for a child day care facility located at the Crate & Barrel office facility at 1250 Techny Road.
- Approved various zoning approvals for a new fire station at 820 Dundee Road including rezoning the subject property, amending the Comprehensive Plan, and granting of a special permit and site plan approval to replace the existing Fire Station 11 built in 1971 at 740 Dundee.
- Approved various zoning approvals for the repurposing of 3504 Commercial Avenue for a new Fleet Maintenance Garage including rezoning the subject property, amending the Comprehensive Plan, and granting of a special permit and site plan approval to replace the current facility built in 1956 near Village Hall at 1225 Cedar Lane.
- Approved a special permit and variation to Crown Castle GT Company LLC for a personal wireless services antenna tower located at 180 Anets Drive.
- Approved an agreement with Wayne Addis of Addis Law Group to provide prosecuting attorney services for certain local ordinance violations in the Municipal Division of the Circuit Court of Cook County and the Village’s local administrative hearing system.
- Approved a renewal of a special permit from Restoration Services LLC for the continued operation of an automotive dealership at 527-529 Dundee Road.
- Accepted the Fiscal Year 2025 Annual Comprehensive Finance Report (ACFR) which was independently audited and verified by Lauterbach & Amen LLP.
- Held a Preliminary Review of a request for a 6B tax incentive at 3100-3150 Commercial Avenue. The Preliminary Review by the Village Board is a conceptual review for the Village Board to provide non-binding comments on a proposal prior to the applicant submitting to the Village a detailed application.
- Accepted a Utility Rate Study prepared by NewGen Strategies and the associated recommendation to increase stormwater fees over the next two years to fund existing stormwater operations and maintenance costs as well as abate property taxes that support the debt service associates with complete stormwater projects.
- Approved a contract to repair and replace concrete segments in the Charlemagne Subdivision and the Sky Harbor Business Park as part of the 2025 Concrete Street Patching Improvement Project.
- Amended the Village Code to regulate Bicycles, Electric Scooters, Electric Bicycles, and Other Motor-Driven Vehicles (aka moto-bikes) as allowed by State law to enable increased enforcement by the Police Department, including:
- All moto-bikes are prohibited on Village streets and sidewalks.
- Regulates e-bikes and e-scooters in a manner similar to state laws
- Requires all bikes/scooters to be dismounted and walked in Northbrook Downtown central business district
- Establishes fines and authority to impound vehicles in certain circumstances
- Establishes parental responsibility for e-bikes, e-scooters and moto-bikes
- Established an Ad Hoc 125th Anniversary Celebration Commission to plan and implement activities to celebrate the Village’s 125th anniversary of incorporation on November 26, 2026.
