November 11, 2025, 7:30 p.m. Meeting

The meeting was opened with a statement by President Ciesla on behalf of the Village Board on immigration enforcement.

Highlights of action taken include:

  • Provided notice of a request to waive a preliminary review for amending the duties of the Architectural Control Commission and the Zoning Board of Appeals in the Zoning Code. The application submitted by the Village of Northbrook will proceed directly to review by Village staff, followed by a public hearing before the Board of Trustees as early as December 2025.
  • Approved the annual Village of Northbrook Board of Trustees and Commission meetings calendar for the 2026 calendar year.
  • Approved a $73,827 contribution to the Northbrook Chamber of Commerce and Industry. This annual contribution is consistent with the Village’s historical practice of funding the Chamber with approximately ten percent of hotel tax revenues received by the Village in support of the local business community.
  • Approved a $30,000 contribution to Hunger Resource Network (HRN). The contribution is from the donated proceeds made by residents who purchased a specially designed HRN vehicle stickers earlier this year.
  • Approved purchase of rock salt used by Public Works to treat streets during the winter months.
  • Approved an agreement with Edens Tower LLC for the redevelopment of 1804-1818 Skokie Boulevard for use as a motor vehicle dealership and automotive repair shop for Rivian and a sales tax sharing economic incentive for project.
  • Approved an amendment to the Northbrook Municipal Code to remove language that is inconsistent with the Village's practice of prohibiting anyone from using Village property, facilities, or parking lots for purposes other than their intended use, as well as prohibiting anyone from impeding the ability of the Village to conduct its daily operations on its property, except in limited cases with prior approval such as a Special Event Permit.  
  • Approved an extension of time for the redevelopment The Reserve at 3700 Dundee Road to begin.
  • Held a Preliminary Review of a request by the Northbrook Park District for a special permit for an electronic message board at 3323 Walters Avenue, commonly referred to as the Leisure Center. The Preliminary Review by the Village Board is a conceptual review for the Village Board to provide non-binding comments on a proposal prior to the applicant submitting to the Village a detailed application.
  • Approved a rezoning, Special Permit, and Development Concept Plan for a 53-unit Residential Planned Development by Lexington Homes located at 1825 Shermer Road.
  • Approved construction costs with Leopardo Construction for the adaptive reuse of 3504 Commercial Avenue for a new Fleet Maintenance Garage to replace the current facility that was built in 1956 near Village Hall.
