National Pollutant Discharge Elimination System

The Village of Northbrook is an owner and operator of a Municipal Separate Storm Sewer System (MS4) as defined by the Illinois Environmental Protection Agency’s (IEPA) National Pollutant Discharge Elimination System (NPDES) Phase II program. The Village of Northbrook discharges stormwater from its storm sewer system under IEPA General National Pollutant Discharge Elimination System Permit No. ILR40. The permit can be found at this link.

As a condition of the permit, the Village is required to set goals for a five-year period in order to reduce pollution to the receiving waters. These goals are described in the Notice of Intent. The Notice of Intent can be found at this link.

After each program year is completed, the Village must document its status of compliance with and any changes to the Notice of Intent in an Annual Facilities Inspection Report for the previous year. Click this link for the Annual Facilities Inspection Report.

In addition to the NPDES General Permit, the IEPA required the Village of Northbrook to develop and implement a pollution prevention and good housekeeping plan for all Public Works facilities. Click this link for the Stormwater Pollution Prevention Plan.
