2025 - Downtown Improvement Project
Project Summary: Improvement of infrastructure and streetscape enhancements on Shermer Road (between the railroad tracks and Meadow Road) and Meadow Road (1300 Block) that will include:

Goals of the Project: Support businesses in the Downtown and create a better sense of place for residents and visitors to the area with enhanced streetscape and more outdoor dining opportunities.

- January 28 - Review of improvements with the Village Board at the Committee of the Whole.
- January 28 - Award of Initial Construction Contract with CMAR for long lead time items.
- February - Communication with adjacent businesses and property owners and community.
- February 25 - Award of Construction Contract for Remaining Construction Items.
- Mid-March - Beginning of construction.

The Village’s contractor, Leopardo Construction has substantially completed the project. The contractor will continue working on punch list items and finalizing any outstanding work items such as landscaping, landscape pots, and tree grates.

The Village’s contractor, Leopardo Construction is nearing completion of the project. Work this week included installation of a decorative coating for the crosswalks, and completion of the installation of security bollards at the intersection of Shermer and Meadow Roads. The contractor will continue working on punch list items and finalizing any outstanding work items such as landscaping, landscape pots, and tree grates.

During the week of June 16, the contractor continued work on the bricks in the middle of the intersection of Shermer and Walters, completed the paving and striping of ADA parking spaces, and continued to install the landscaping within the job site. The contractor will schedule the installation of decorative coating for the crosswalks prior to July 4th.

During the week of June 9, the contractor continued work on the crosswalks of the Shermer and Meadow intersection, as well as the crosswalk of the Walters and Meadow intersection. This work included removal of sections of crosswalks, base replacement, installation of paver ribbon curbs, and asphalt paving.
The contractor also performed pavement removal and replacement and installation of curb and gutter on the northwest and southwest sections on Meadow Road, adjacent to the ADA parking stalls. Finally, the contractor continued installing landscaping and replacing temporary light poles throughout the site.
Next week, the contractor anticipates work on the corners of the Shermer and Meadow intersection to include temporary concrete removal, pouring decorative concrete, and continuing to install landscaping throughout the site.

During the week of June 2, the contractor continued work on the walkways adjacent to the southwest and Southeast corners of the Shermer and Meadow Intersection. Work included pouring both regular and decorative concrete. Additionally, the contractor continued work on the crosswalks at the intersection of the Shermer and Meadow. Work included the removal of sections of crosswalks, replacement of the base material and installation of paver ribbon curbs.
Furthermore, the contractor continued work on the Southwest section on Shermer Road. Work included removal of temporary concrete, setting of tree grate frames, and pouring regular concrete. Finally, the contractor continued installing landscaping throughout the site.
Next week, the contractor intends to continue work on the crosswalks of the Shermer and Meadow Intersection as well as the crosswalk at the Walters and Meadow Intersection. Work is expected to include removal of sections of crosswalks, base replacement, installation of paver ribbon curbs, and asphalt and brick restoration. Motorists are asked to allow extra time to reach their destinations as traffic patterns will shift as the crosswalk work proceeds.
The contractor intends to begin replacement of temporary light poles throughout the site. With that, the planters for the downtown are expected to be received next week and begin being placed in areas not impacted by the crash/security bollards that will be installed. During these operations the contractor will continue installing landscaping throughout the site. Finally, the crash/security bollards are expected to be shipped on Monday, June 9 and installation is anticipated to start on June 16.

The Village’s contractor, Leopardo Construction has continued to make significant progress this week on the Downtown Infrastructure Improvements and Streetscape Enhancements. Irrigation system installation continued this week along Meadow Road and preparations for crosswalk removals and replacements have begun. Additionally, the temporary concrete installed in preparation for the holiday will be removed in the coming weeks. The project will be substantially complete by mid-June.

During the week of May 19, the contractor continued work on the Southwest section on Meadow Road. Work included pouring decorative concrete, installing new light pole bases and illuminated bollard bases, and installation of the masonry at the seating wall. Additionally, the contractor began work on the Northeast and Northwest corners of the Walters and Meadow Intersection. Work included concrete removal and pouring decorative concrete. Furthermore, the contractor began work on installing landscaping and illuminated bollards throughout the site. Finally, temporary concrete was installed at the Northeast corner of the Shermer and Meadow Roads for Memorial Day.
Next week, the contractor intends to continue work on the crosswalks at the Intersections of Shermer and Meadow Roads as well as Meadow Road and Walters Avenue. Work is expected to include removal of sections of crosswalks, base replacement and installation of paver ribbon curbs. Additionally, the contractor intends to begin installing concrete planters throughout the site. Finally, the contractor intends to continue work on installing landscaping and illuminated bollards throughout the site. No work shall take place on Memorial Day.

The Village’s contractor, Leopardo Construction, has continued to make significant progress on the Northbrook Downtown Streetscape and Infrastructure Improvements this week. Leopardo began work on brick seat walls at the northwest corner of Meadow Road and Shermer Road. This work is expected to be completed at the beginning of next week with the brick seat wall adjacent to Graeters expected to start and be completed next week. Additionally, the Village and Leopardo have worked to make areas open and accessible to businesses as work has been completed. This is to allow outdoor dining to begin as conditions allow and businesses begin staging tables and chairs along Shermer Road.
Upcoming Significant Project Milestones
- Seat wall/Planter brick installation (NW Corner near EATACO)– starting today, expecting to be completed early next week.
- Seat wall/Planter brick installation (SW Corner near Graeters) – starting later this week dependent on completion of foundation and resolution of a utility conflict.
- Irrigation system installation – Monday, May 19 excavation for tapping of main/Tuesday tapping of water main /Wednesday of next week start irrigation system install.
- Sidewalk Removal and replacement –Most sidewalk to be completed by 5/23. Some areas will be completed after security/crash bollards are installed.
- Crosswalk Replacement – began Thursday with west side of intersection Shermer Road.
- Street lights and lighted bollards – Shipping May 21, installation completed by May 30.
- Landscaping – expected to be completed before May 30, following irrigation install.
Security/crash bollards are expected to ship the first week of June and be installed following their arrival. Some sections of concrete will be delayed due to the installation of these bollards or will receive temporary concrete which will be removed for the installation of the bollards.
The project is expected to be substantially complete in mid-June.

During the week of May 5, the contractor continued work on the Northwest and Southwest sections on Shermer Road. Work included pouring decorative concrete, excavation of existing materials for installation of structural soils, and installing new light pole bases and illuminated bollard bases. Additionally, the contractor continued work on the Northeast section on Meadow Road. Work included installation of curbs, installing new illuminated bollard bases, and pouring of regular concrete and decorative concrete. Finally, the contractor began work on the Southwest section on Meadow Road. Work included demolition of existing concrete, excavation for new seat walls and placement of seat wall foundations.
Next week, the contractor intends to continue work on the Southwest section on Shermer Road. Work is expected to include pouring back decorative concrete, and removal of the sidewalk to allow removal of existing soils and installation of structural soils. Additionally, the contractor intends to continue work on the Southwest section on Meadow Road. Work is expected to include pouring back decorative concrete, and installation of masonry for the seating wall. Finally, the contractor intends to continue work on the Northwest corner of Shermer and Meadow Roads. Work is expected to include the installation of masonry seating walls. There is a possibility of additional work being conducted next week near the crosswalk of Meadow Road and Walters Avenue, work would include removal of existing concrete, installation of illuminated bollards and replacement of concrete.
These improvements will enhance accessibility, safety, and the overall appearance of our downtown area.

During the week of April 28, the contractor continued work on the Northwest section on Shermer Road and Meadow Road. Work included pouring decorative concrete, new seat walls, installing new light pole bases and illuminated bollard bases. Additionally, the contractor began work on the Southwest section on Shermer Road. Work included removal of concrete and excavation for structural soils. Finally, the contractor began work on the Northeast section on Meadow Road. Work included, removal of concrete, pouring new curbs and setting of new bollards.
Next week, the contractor intends to continue work on the Southwest section on Shermer Road. Work is expected to include pouring back decorative concrete, and removal of the second section of sidewalk to allow removal of existing soils and installation of structural soils. Additionally, the contractor intends to continue work on the Northeast section on Meadow Road. Work is expected to include placement of decorative concrete and installation of ADA entrances to the North.
These improvements will enhance accessibility, safety, and the overall appearance of our downtown area.

During the week of April 21, the contractor continued work on the Northwest section on Meadow Road. Work included new electrical bollards, stamped concrete and excavation of seat wall foundations near the intersection. Additionally, the contractor continued work on the Northwest section on Shermer Road. Work included irrigation piping, road concrete replacement, stamped concrete and excavation of the seat wall foundations near the intersection. Finally, the contractor began work on the Southwest section on Shermer Road. Work included removal of existing sidewalks, and excavation of existing soils.
Next week, the contractor intends to continue work on the Northwest corner of Shermer Road and Meadow Road. Work is expected to include placement of seat wall foundations and underground utility rough-in. Additionally, the contractor intends to continue work on the Southwest section on Shermer Road. Work is expected to include installation of structural soils, and placement of stamped concrete to reestablish access in the early part of the week. In the later part of the week, it is expected that additional sidewalk will be removed along Southwest Shermer, allowing removal of existing soils for replacement with structural soils.

During the week of April 14, the contractor continued work on the Northwest section on Meadow Road. Work included new electrical bollards and stamped concrete. Additionally, the contractor continued work on the Northwest section on Shermer Road. Work included new storm sewer and light pole bases.
Next week, the contractor intends to continue work on the Northwest section on Shermer Road. Work is expected to include stamped concrete placement at the walkways. Additionally, the contractor intends to begin work on the Southwest section on Shermer Road. Work is expected to include removal of existing concrete, and excavation of existing soils for replacement with structural soils materials.

During the week of April 7, the contractor continued work at the Northwest section on Meadow Road. Much of the work this week focused on electrical installation and the preparation for the installation of new storm sewer. With the roughing in of the electrical infrastructure, work can begin on the foundations for the lighted bollards and new streetlights.
Next week, the contractor intends to continue work on the Northwest section on Shermer Road. Work is expected to include completion of underground utilities followed by stamped concrete. Additionally, the contractor intends to begin work at the Southwest section on Shermer Road. Work is expected to include removal of existing concrete and excavation of existing soils for replacement with structural soils materials.

During the week of March 31, the contractor continued work on the Northwest section on Meadow Road. Work included curb gutter, planters, and access sidewalk. Underground electrical and sleeves for irrigation and stormwater were started this week. Additionally, the contractor continued work on the Northwest section on Shermer Road. Next week, the contractor intends to continue work on the Northwest section on Meadow Road. Work is expected to include decorative concrete walkways and finalization of underground utilities. During the week of March 24, the contractor continued work on the walkway along the west side of Meadow Road, north of Shermer Road. Additionally, the contractor began work on the walkway along the north side of Shermer Road. Work this week included concrete brick removal as well as sidewalk removal and replacement.
Next week, the contractor intends to continue work on the walkway along both sides of Meadow Road, north of Shermer Road as well as perform work on the walkway along the west side of Meadow Road, south of Shermer Road. The work is expected to include concrete sidewalk removal and replacement, installation of ADA-compliant parking, as well as utility upgrades.
